ISO Net Surplus Extraction in Restructured Wholesale Power Markets

چکیده

This study uses dynamic 5-bus and 30-bus test cases to explore the net surplus (congestion rents) collected and redistributed by ISOs in restructured wholesale power markets with grid congestion managed by locational marginal pricing. The price-sensitivity of demand and the learning capabilities of generators are taken as treatment factors. A key finding is that ISO net surplus substantially increases as the pricesensitivity of demand is reduced and the learning capabilities of generators are increased, conditions resulting in greater economic capacity withholding and a loss of market efficiency. A practical implication is that oversight of the extractions and uses of ISO net surplus is publicly prudent because ISO financial incentives are not structurally well-aligned with ISO fiduciary responsibilities for ensuring market efficiency.

ISO Net Surplus Collection and Allocation in Restructured Wholesale Power Markets

This study uses 5-bus and 30-bus test cases to explore ISO net surplus (congestion rent) collections and allocations in wholesale power markets with grid congestion managed by locational marginal prices (LMPs). Price-sensitivity of demand and generator learning capabilities are taken as experimental treatment factors. A key finding is that conditions resulting in greater generator capacity with...

Separation and Volatility of Locational Marginal Prices in Restructured Wholesale Power Markets

This study uses an agent-based test bed (“AMES”) to investigate separation and volatility of locational marginal prices (LMPs) in an ISO-managed restructured wholesale power market operating over an AC transmission grid. Particular attention is focused on the dynamic and cross-sectional response of LMPs to systematic changes in demand-bid price sensitivities and supply-offer price cap levels un...

A Review of ISO New England’s Proposed Market Rules

Executive Summary This report reviews the proposed rules for restructured wholesale electricity markets in New England. We review the market rules, both individually and collectively, and identify potential problems that might limit the efficiency of these markets. We examine alternatives and identify the key tradeoffs among alternative designs. We focus primarily on questions raised in our Sco...

Do generation firms in restructured electricity markets have incentives to support social-welfare-improving transmission investments?

This paper examines the incentives that generation firms have in restructured electricity markets for supporting long-term transmission investments. In particular, we study whether generation firms, which arguably play a dominant role in the restructured electricity markets, have the incentives to fund or support incremental social-welfare-improving transmission investments. We examine this que...

Reformulation of U.S. Day-Ahead Wholesale Power Markets for Improved Intertermporal Operations

U.S. Day-Ahead Markets (DAMs) for wholesale electric power managed by Independent System Operators (ISOs) encompass more than 60% of U.S. generating capacity. The current design of these DAMs encourages a focus on decisions that minimize immediate net costs without explicit consideration of pre-DAM and post-DAM decision opportunities. This study proposes a practical DAM reformulation that enabl...
